Doesn't the aerial have a tube coming out of the bottom which is for water to pass through and then drip down to exit through the rear quarter section? This is from memory, so I could well be wrong, but I seem to recall water is supposed to be able to pass through the middle section. They do seem to rust around the edge though, where the rubber/plastic base of the aerial meets the bodywork, which suggests water does get in there over time. So perhaps it wouldn't hurt to get a little bit of sealant around the edges (I certainly did mine). Just make sure it's nice and dry first, or you'll be trapping in moisture.
Another thing... are you certain it's coming in through there? Just thinking that with the water there, it could be a few things (sail panels spring to mind)...
